What actually damages roofs in Washington, and what it does to the estimate
Puget Sound and the west side: moisture, moss, and old shake
Seattle, Tacoma, Everett, and the rest of the Puget Sound basin sit under a wet season that runs long and heavy rather than intense. The damage that produces is cumulative: moss and organic growth colonize the shaded and north facing slopes first, holding water against the shingle mat and shortening its life far below its rated years, while wind driven rain off the Sound probes every flashing seam and step flashing joint on a roofline with a lot of dormers and wall intersections to begin with.
A meaningful share of the region's older housing stock was originally roofed in cedar shake, and much of it is now either aged shake nearing replacement or already converted to composite. Carriers handle a shake to composite conversion differently than a like kind shake tear off, with different deck prep and ventilation requirements attached, and an estimate that assumes one when the homeowner and carrier have actually agreed to the other starts the claim wrong. Windstorm events off the Pacific add a separate loss type on top of all of that: downed limbs and debris impact from storms that pass through the Sound with real force but nothing that would ever register as hail.

The Columbia Basin and eastern Washington: a different climate entirely
Spokane, the Tri-Cities, and the rest of the Columbia Basin sit on the dry side of the Cascades with a climate that has more in common with the interior west than with anything on the Sound. Summers run hot and dry with sustained wind events, winters bring real snow load, and freeze thaw cycling works on shingle seals and flashing in a way the coastal side of the state almost never sees.
None of that is hail country in any consistent sense, and treating an eastern Washington file like a Front Range hail claim is a mismatch that shows up fast once an adjuster looks at the roof. The dry heat degrades asphalt shingles from sun exposure rather than impact, sustained wind creases and lifts tabs without leaving a bruise to count, and a heavy snow year puts real load on older framing that a summer inspection never accounts for.
Three code arguments that move Washington files
A statewide baseline, administered locally
Washington's residential and building code is adopted statewide through the State Building Code Council under RCW 19.27, and that council's adopted edition is the baseline every jurisdiction in the state starts from. That is a different citation shape than a state built city by city: the supplement's opening reference is the council's statewide edition itself, and local amendment is a narrow layer added on top of it rather than the whole rule. Ice barrier requirements split the state in two

An estimator who only writes Puget Sound files and applies that habit to a Spokane or Tri-Cities roof leaves a code driven line off the page. Writing the conversion correctly, rather than pricing it as if the roof had always been composite, is what keeps the supplement defensible when a desk adjuster questions the line items.
The carriers writing Washington, and how they read a wet season file
State Farm, Farmers, Travelers, Liberty Mutual, and Nationwide carry a large share of the residential book statewide. PEMCO, headquartered in Seattle, is a long-standing regional carrier with a strong Puget Sound presence and its own settled habits about moss, moisture, and underlayment claims that a national desk adjuster does not necessarily share. Safeco, with Pacific Northwest roots and now part of Liberty Mutual, carries similar regional familiarity with the state's wet season damage pattern. The recurring dispute on Puget Sound files is causation rather than existence of damage. A carrier will often concede that moss is present and that a shingle is granule bare, then argue the loss is maintenance related rather than storm related, which is a coverage argument rather than a scope argument and has to be answered with documentation that ties the damage to a specific wind or rain event rather than general age. On the Columbia Basin side, the dispute more often runs the other way: wind and snow load claims get written thin because the desk adjuster assigned the file is more familiar with the wet side of the state and underestimates what sustained wind and a real snow year actually do to an older roof.

A roof that stays damp for weeks at a stretch needs an underlayment rated for that exposure window, not the minimum felt a national price list defaults to. Puget Sound decking sits wet long enough that the cheaper spec is the wrong spec.
Decking replacement for sections opened during tear off

Chronic moisture works on sheathing for years before a leak becomes visible from inside the house. It is not observable until the old covering comes off, which is why it belongs on the supplement instead of the original estimate.
Step flashing rebuilt at wall and dormer intersections

Western Washington homes carry a lot of roof to wall transitions, and driving rain off Puget Sound finds every seam in an aging flashing run before it finds a flat field. Reusing flashing on tear off is routine on a fast estimate and wrong on this roofline.
Cedar shake to composite conversion detailing

Older Puget Sound stock built in shake and converting to composite needs a different deck prep, ventilation adjustment, and often a furring strip removal that a like kind shake estimate does not carry. A ridge sits under months of standing damp air on this side of the state rather than a single storm event, and moss works into the cap joints from both faces of the ridge line long before a leak shows up inside. A carrier estimate written to a dry-climate template treats the ridge as a finishing detail instead of the part of the roof most exposed to that sustained moisture, and prices the cap without the vent baffle and closure work the exposure actually requires.
Valley metal and underlayment sized for volume, not just slope

Pacific storm systems here move heavy rainfall through in short windows rather than the intermittent bursts a standard valley spec assumes, and an undersized valley system is where water finds its way into the house first.

Eastern Washington carries a snow load and freeze thaw profile that western Washington does not share, and jurisdictions in the Columbia Basin can require ice barrier protection at eaves that a bid written for a Seattle roof never includes. That split runs along the Cascades rather than any single county line, so the eastern Washington file gets checked against its own jurisdiction's amendment instead of borrowing what a Puget Sound estimate assumes.
Windstorm damage documentation for downed limb and debris impact

Pacific windstorm events west of the Cascades bring down mature timber onto roofs that show impact damage without a single hailstone involved. An estimate looking for hail bruising on this kind of loss is measuring the wrong thing.
Detach and reset on skylights and solar arrays

Puget Sound homes carry more skylights than average for the region's light exposure, and nobody tears off underneath one without removing it first. The labor is real and it is rarely on the original scope.
Permit fees for the administering jurisdiction

The standard fee is 15 percent of supplemental recovery. If a file produces no additional approved recovery, you pay nothing on that claim. That is the whole fee structure, and it applies claim by claim.
Promise two: the guarantee
Send us an average of 2 claims per week for 12 months. If that volume does not produce a minimum of six figures in additional margin for your company, we write you a $5,000 check at the end of the 12 months. The volume, the 12 month term, the six figure threshold, and the $5,000 figure are one set of terms and they always travel together.
Two different promises, no overlap. The fee describes what a single claim costs you. The guarantee describes what a year of steady volume is worth. Nothing in the fee structure is a guarantee, and the guarantee does not change the fee.

Why does a Puget Sound moss and moisture claim get scoped so thin?
Because the damage is slow and the carrier estimate is built for a single storm date. Moss colonies lift shingle tabs and hold water against the mat over several wet seasons, not one event, so a desk adjuster working off a date of loss writes a cleaning line and calls it done. The real loss is granule surface and the underlayment below, neither of which is visible until the growth is stripped back and the deck gets opened.
