Ohio is a wind state on an old housing stock, which is a harder combination than a hail state on new construction. Wind leaves nothing to count, and the roofs it hits were built before ice barrier, ventilation, fastening, and drip edge requirements existed. Both of those facts belong in the estimate, and neither one gets there by itself.

What actually damages roofs in Ohio, and what it does to the estimate
Wind is the primary peril, and it is the hardest one to prove
Severe thunderstorm complexes cross the state through the warm season, organize into long track wind events, and hit the Cleveland to Columbus to Cincinnati triangle where the population is. The 2012 derecho is the extreme version of it, a single system that ran across the state producing wind damage over hundreds of miles in one afternoon, but the ordinary version happens every summer.
Wind damage does not photograph like hail damage, and that is the entire claim problem. There is no impact pattern to count in a test square. What there is instead is a crease running across the mat, adhesive strips that let go, tabs lifted and shifted out of course, ridge cap sitting unseated, and flashing torn or moved off its line. Any of that reads as an old roof to an adjuster who is not being shown otherwise on purpose. The roof claim inspection checklist is the field sequence built for exactly that evidence, and it cannot be recreated after the tear off.
Freeze thaw: the failure mode nobody writes into the estimate
Ohio winters cycle above and below freezing repeatedly rather than staying cold, and that cycling is more destructive to a roof than sustained cold is. Water enters a seam, a nail penetration, a flashing lap, or a shingle edge, freezes and expands, thaws and works deeper, and does it again. Asphalt loses its seal bond and the laps open. Masonry chimneys separate at the joint and the counterflashing loses its seat.
This is where the carrier argument lives. A roof degraded by cycling looks like a worn roof, and the carrier will say so. The answer is not to dispute that the cycling happened. It is to separate the storm event from the background condition in writing, document the specific failures the storm caused, and then treat the code upgrades the replacement triggers as a separate recovery from the damage itself.
The lake effect snow belt, and the older stock underneath it
East of Cleveland through Lake, Geauga, and Ashtabula counties, cold air moving across Lake Erie dumps snow totals the rest of the state never sees. Snow sits on those roofs for months. Up in the field the deck stays warm enough to melt it, down at the overhang there is nothing warm underneath, so the runoff refreezes at the edge and the water behind it goes up under the shingles. The loss shows up in soffit, fascia, and exterior wall, nowhere near where the adjuster looks first.
Underneath all of it is the housing stock, which is the strongest structural fact in an Ohio supplement. Cleveland, Cincinnati, Dayton, Youngstown, and Toledo are full of houses built long before ice barrier, ventilation, drip edge, and modern fastening requirements existed, on plank decking and skip sheathing. Every one of those becomes a code upgrade the moment the roof is replaced, and Columbus adds the opposite problem in its newer ring suburbs where the roof is young enough that the fight is about function rather than about age.
Three code arguments that move Ohio files
The eave membrane is part of the roof, not an add on
A jurisdiction that mandates membrane along the eave has already concluded that ice will hold meltwater at the wall line and drive it back up under the shingles. That conclusion is why the membrane belongs in the replacement scope by right, not in the column of things a homeowner elects to add. On an older house in this state it is also one of the biggest dollar items missing from the opening estimate. Verify with local building dept Confirm the requirement and the adopted edition with the building department for that address.
Where patching stops being an option
Repair allowances are not unlimited. Patch enough of the same roof within the period the code counts, and the exemption runs out and the entire covering has to meet the edition in force. Where that applies it is normally the single biggest number in the file, and on a house sitting on board decking with no metal at the edges it pulls three or four other line items up with it. Verify with local building dept The edition adopted and the amendments layered on top of it are not uniform statewide, so get the number from the local building department before it goes in writing.
Old decking and old ventilation are code items, not opinions
Plank decking and skip sheathing will not accept a modern fastening schedule, and the attic ventilation on a pre war Ohio house is a fraction of what current requirements call for. Both become obligations at replacement, and both are discovered on tear off rather than from the driveway, which is exactly why they belong in a supplement instead of the original estimate. The argument is mechanical and it holds when it names the adopting jurisdiction for the address.
The carriers writing Ohio, and how age gets used against a roof
State Farm, Allstate, Nationwide, Progressive, Erie Insurance, American Family, Westfield, and Grange carry most of the residential book. Nationwide, Progressive, Grange, and Westfield are all headquartered or deeply rooted in the state, which matters more than it sounds: those desks are staffed by people who know what an Ohio roof looks like and they are not impressed by a generic supplement package. Each of those desks concedes a predictable short list without argument and forces a second round of documentation on everything past it. Learn where that boundary sits for a given carrier and the supplement can be aimed at it before the file goes out.
The dominant carrier move here is not an exclusion, it is depreciation. On an older housing stock in a freeze thaw climate, age is the easiest argument in the file, and it arrives as aggressive depreciation, as a roof payment schedule that pays an older covering at a fraction of what replacing it costs, and as repair scopes deliberately drawn small enough to stay under the replacement trigger. A scope win gets discounted right back out unless somebody has read the declarations page first and knows how the policy handles the roof, which is why that page comes in with the file. Where the settlement was cut on that basis, depreciation recovery becomes its own piece of work.
The other thing to plan for is volume. When a derecho or a large wind complex crosses the state, the work goes to catastrophe staff pulled in from elsewhere and carrying a quota of inspections per day, with throughput as the metric they answer to. Nothing about that is hostile. It just falls hardest on the one damage type that needs the most careful evidence. The reinspection supplement handles the ones that will not move until somebody climbs back onto that roof with the evidence already assembled.
What gets recovered on an Ohio roof file

Ice barrier membrane at eaves

Snow that melts on a warm field and refreezes at a cold eave sends water uphill under the shingles. The membrane is what stops that water at the wall line, which makes it part of what a compliant replacement has to include. Carrier estimates leave it off almost every time.
Drip edge at eaves and rakes
Code driven
It became a requirement long after most of the houses in this state got their first roof, so the tear off usually exposes a rake and eave that never had any. Nobody writes a metal line when the old roof did not have one, which is exactly how it goes missing.
Attic ventilation brought to current requirement
Verify with local building dept
Older Ohio houses were built with far less intake and exhaust than current requirements call for, and inadequate ventilation is what drives the winter condensation and summer heat load that shortens a roof. Confirm the adopted edition locally.
Sheathing replacement and renailing to the adopted schedule

Board decking and gapped skip sheathing fill the pre war blocks of Cleveland, Cincinnati, and Dayton, and a nail pattern designed for solid plywood has nothing to bite into on either one. None of that is visible until the old roof is off, which is why it lands as a supplement instead of an original line.
Wind damage documented by seal bond failure rather than impact count

There is nothing to count in a test square when the wind was straight line. The proof is a crease across the mat and a tab that lifts by hand where the adhesive strip let go, and unless somebody shoots and captions that on site, the file reads as an old roof.
Whole roof replacement triggered by the repair limits

Repair provisions stop allowing patchwork past a certain amount of roof, and past that point the entire covering has to come up to the edition in force. Both the trigger and the edition are local questions, so ask the building department that will be issuing the permit.
Chimney flashing, counterflashing, and masonry repointing

Masonry chimneys are standard on Ohio housing and freeze thaw separates the flashing joint and the mortar. Reflashing correctly is a real operation and it is not inside the shingle line.
Starter course at eaves and rakes
Usually omitted
Leave the starter off and the shingle manufacturer walks away from the wind coverage, which on a roof in this state is most of what the homeowner is buying. It is a different bundle at a different price hung on a different course, and it keeps getting swallowed by the field shingle line anyway.
Ridge assembly: the cut, the vent, and the cap over it

Sawing the ridge open, setting the vent, and running cap across the top of it are three distinct operations with three distinct costs. Pay for one and the ridge is still two thirds unfunded.
Steep charges on Victorian and pre war rooflines
Usually omitted
Older urban Ohio housing runs steep pitch, multiple gables, dormers, turrets, and slate or slate style detail. An estimate written off a flat squares count carries none of that geometry.
Ice dam interior damage at soffit, fascia, and exterior wall
Usually omitted
Damming does its damage at the eave and inside the wall, not out in the field where the adjuster looks first. It is real, it is documentable, and it is left off routinely.
General contractor overhead and profit on a multi trade loss
In scope
When one wind event puts roof, gutter, soffit, fascia, siding, and interior on the same claim, somebody has to schedule those crews against each other and answer for the result. That is a general contractor function, and it is triggered by how many trades are on the job rather than by the size of the estimate.
Nothing on that list travels as a request. Each item enters the estimate as a priced Xactimate line with the reasoning sitting right beside it. The wrapper varies by claim, arriving as a roofing supplement, an Xactimate supplement package, a supplemental estimate, or a full claim estimate written from scratch.

Follow up, desk adjuster calls, and reinspection support when the carrier sends someone back out. Response runs about three weeks as a general expectation, and the file does not close on our side because it went quiet on theirs.

Promise one: the fee
The standard fee is 15 percent of supplemental recovery. If a file produces no additional approved recovery, you pay nothing on that claim. That is the whole fee structure, and it applies claim by claim.
Promise two: the guarantee
Send us an average of 2 claims per week for 12 months. If that volume does not produce a minimum of six figures in additional margin for your company, we write you a $5,000 check at the end of the 12 months. The volume, the 12 month term, the six figure threshold, and the $5,000 figure are one set of terms and they always travel together.
Two different promises, no overlap. The fee describes what a single claim costs you. The guarantee describes what a year of steady volume is worth. Nothing in the fee structure is a guarantee, and the guarantee does not change the fee.

Why do Ohio wind claims get denied more often than hail claims?
Because wind leaves no countable pattern. Hail produces impact marks an adjuster can tally in a test square, Straight line wind leaves a crease across the mat, an adhesive strip that has released, tabs sitting out of course, and cap that no longer seats, none of which photographs convincingly on its own and all of which reads as an old roof unless the file makes the case deliberately. This state takes far more wind loss than hail loss, so the harder evidentiary burden is the one that applies to most of the claims in it.
What is freeze thaw actually doing to an Ohio roof?
Cycling water through the same material hundreds of times a winter. Water gets into a seam, a nail hole, a flashing lap, or a shingle edge, freezes and expands, thaws and moves deeper, and repeats. On an asphalt roof it breaks the seal bond and opens the laps. On flashing and masonry it separates the joint. It is the reason an Ohio roof that survived one storm fine will fail on the next one, and it is also the mechanism a carrier will point at to call the loss wear rather than damage.
Does older Ohio housing stock help or hurt a supplement?
It helps, if the file uses it. A large share of the housing in Cleveland, Cincinnati, Dayton, Toledo, and Youngstown was built long before current fastening, ventilation, ice barrier, and drip edge requirements existed. Every one of those becomes a code upgrade the moment the roof is replaced. It hurts only when the file lets the carrier use age as a depreciation argument without answering it.
Is the derecho risk in Ohio a real claim driver or a headline?
Real. The 2012 event moved across the state and left long track wind damage over hundreds of miles, and organized wind complexes come through Ohio in a normal summer.
