Code Mechanism at the City Level

1. Jurisdiction first

This is a scope constraint, not a paperwork item, and it can change what a compliant reroof physically is on a given building. 3. Asbestos assessment before the permit
Roofing felts, mastics, and flashing cements on older buildings are suspect materials, and a DOB permit filing on a building of that vintage generally requires an asbestos assessment on file before work is authorized. 4. Pedestrian protection
Work at height over a public sidewalk in this city triggers protection requirements. 5. No access, no driveway, no dumpster by default
Material goes up by hoist, crane, or stair. Tear-off comes down the same way or into a container that needs its own street permit. Every one of those operations is a billable line and none of them appear on an estimate written for a house with a driveway.

The nationals carry the bulk of the one-to-four family book: State Farm, Allstate, Travelers, and Liberty Mutual all write here in volume, and their supplement review responds to a numbered code citation and ignores an adjective. The residual market here is the New York Property Insurance Underwriting Association, which exists to take the coastal and older risk that voluntary writers turn away. Two features of it reshape the scope work.
